Yes, here's how you do it..
You meet some wolves, get to know them, establish hierarchy.
(or if you really want to you make a pack out of a bunch of your own characters)
Once you know who's what and are sure you want a pack with an established territory you go to the admin notification board where I believe there is a pack creation form
You fill that out, post it and an admin or moderator makes your territory in the packlands.
